My dad is in hospital — can he still make an LPA?

Possibly yes. Being in hospital doesn't itself stop someone making an LPA. What matters is whether he has the mental capacity to understand the LPA, the consequences of signing it, and that he's choosing to make it freely. If he's alert, oriented, and can have a conversation about who he'd want to make decisions for him, the answer is usually yes. The practical complication is signing the form — if he can hold a pen, he signs in person; if he can't, there are legal options including "signing by direction" with a witness.
