No. The term "Power of Attorney" is a general legal concept that covers several different documents. A general Power of Attorney is a short-term arrangement (often used while someone is abroad) that automatically ends if the donor loses capacity. An Enduring Power of Attorney was the old document used before 2007 — still valid if made before that date but not creatable now. A Lasting Power of Attorney (LPA) is the current document and the only one you can create today. It's specifically designed to last beyond the loss of capacity — that's the whole point.
